The trader at the Hall of Attainment sells an item that costs 35,000 gold. If you buy it, that then gives that trader the "over 30,000 gold bug" which will then cause problems with bartering further with this individual. try to remain totally undetected by that NPC. You can also try to steal them while sleeping, it increases your chances. They are a lot of variables that affect your stealing.

It annoyed me how after reaching 100 pickpocket, I couldn't steal any equipment that was actually good.
Now I can rob Savos Aren of his archmage robes but I still have 0% on that x.x
It's nice to have his robes show up to be stolen, though.
