I tried to interact with the guards, he didn't reply but instead glared at me which made me decide that I was better off elsewhere which felt like the right reaction from Thalmor.
A fine immersive mod. It surprises me that many Skyrim players do not seem to think outside of the box, placing limitations on themselves when there are already enough immersion breaking inconsistencies within the game. Dont get me wrong I love this game but for example. The companions are an order of famous warrior's so why dont they help you fight the Dragon outside of Whiterun?... why are guard's still disrespectful when you are Thane?...why does Molag Bal not recognise that I am a Vampire when he created them!?... why if playing a Khajiit can you enter the city?...why can an Altmer dressed as a Thalmor go straight to Windhelm and join the Stormcloaks?. The point I am making is that sometimes we have to make up our own stories. Immersion is subjective to the individual and a matter of personal perspective and imagination. A mod like this and your Whiterun shrine can be implemented at any time at the will of the player with regards to what is occuring within their playthrough.
My personal sense of immersion come's from being a role-player and lover of old style R.P.G's. I now play using the Skyrim Unbound start overhaul mod which allows me to make up my own character's story and background without having the Dragonborn title imposed upon my play-through, but at the same time allowing for Dragon battle's and a sense that the event's of the main story are still happening. I always found it strange that my character could end up leading nearly every guild in Skyrim which affected my immersion as did the fact that there was not enough explanation nor dialogue given with regard to the race of the Dragonborn being non Nord/Human when playing as Elven or beast race's.
Indeed. Hopefully in the next game Bethesda pay closer attention to their own lore in order to make minor immersive changes like something as simple as Molag Bal recognising a vampire through at least a single line of dialogue.
I would like to see the thalmor guards replaced by stormcloak soldiers when the stormcloaks capture the city. Not to keep people out but to keep thalmor sympathizers away.
Just an idea but I like how you have integrated the thalmor into skyrim they always seem to me like this distant entity.
I can't imaging this working well with the Forsworn Conspiracy quest. Does it make any sense whatsoever to have a secret meeting in a locked room guarded by Thalmor?

It seems inconsistent, to say the least, for the temple of talos to be left alone after Windhelm is sacked by the legion, etc...
you can always activate the mod AFTER said quest.
And even if you don't, the door will be open during the quest.
