This is a pretty old mod to be fair. With Dawnguard and people opting to use the more simple variations of fletching mods, there isn't much call for this to be updated.
I'm really not sure what problem IronRapture had but this mod doesn't create new arrows and it does include Nord Hero as you can see in the screenshot above. Ancient Nord arrows were intentionally not included in the list.
I got it to work, I just need to run Skyrim in a different way. I always need to open modmanager (check your mod if it isn't active) and then use the 'launch skyrim' button from there. If I close modmanger it probably can disable your mod, so it's inactive when I use the Skyrim shortcut... At least I can use it now, I like the idea of craftable arrows and use materials I otherwise would never touch, thanks!
I liked this mod until I realized you created a separate version of each arrow for crafting, this makes your mod slightly incompatible with any mod that changes arrows, such as more/less damage, or arrow weight mods. Shame this was the only fetching mod I liked up until that road block. If you could fix this that'd be awesome... Also my Favorite arrow types are Ancient Nord(for beginning game) and Nord Hero(for end game) so kinda dissapointed they were left out, not bashing your mod just some criticism. Endorsed anyway cause I love the idea...
Considering there is a full Dragon Bone Weapons mod that has been done greatly first using existing meshes and now using custom models (which look AWESOME), I would highly recommend having craftable Dragonbone Arrows both using and compatible with the Dragonbone Weapons mod.
This looks like something that I'll be adding... I do like the idea of the dragon bone (or tooth? ) arrows... Why not? If you can carve armor out of it, why not arrows?
Also, The forge is a good place for them... The only other place that would make any sense would be the smelter. And that only because you would normally cast the heads. So you would need the ingots in molten form and that's part of what the smelter does (melts the metals and allows the impurities to melt/burn off)
