I always imagine the Imperial Legion Camps should be like this while the stormcloaks have camps hidden amongst the landscape using the terrain itself as a defensive feature by providing concealment.
I am not a great modder but i have a simple solution for the terrain issue in regards to the imperial camps being in rough terrain. historically the romans had large dirt mounds surrounding their forts so my idea would be to raise a mound in rough texturing around the forts exterior with a flat surface inside so if one was to play it and use tcl they would find the uneven ground below their is already a mod which gives u options to add even ground for camp sites so all u would need to do is add a default outcropping that surrounds the fort in snow or grass depending on the location
Great idea that will probably be a lot of work to improve to a usable state as either a replacement for the current Imperial camps or as a portable camp. All of the current Imperial camps are in rough terrain with rocks, trees, and unlevel ground so its going to take a lot of landscaping to get this to work and look right.
I found it easily enough but I am still confused by your saying its close to the Rorikstad Imperial camp. There is no such animal in the vanilla game or I have just missed in all the dozens of Skyrim play throughs I have done. I'm guessing you have a mod that added an Imperial camp at that location.
This also has possibilities as a stand alone mod. Turn it into a fortified Imperial Legion Quartermaster camp and add in the missing crafting tools (Smelter and Enchanting table) and some merchants and place a camp in one of several areas that are short on crafting tools and merchants. Or go even further and offer several versions with the camp in different locations and a all-in-one version that adds them all. The areas that would be improved by such a camp would be Ivarstad, Rorikstad, Dragon Bridge, Dark Water Crossing, some where between Falkreath and Markarth, and the snowy regions around Winterhold.
What I mean by adding in merchants is that the current Imperial camp Quartermasters will only trade in weapons, armor, and related crafting materials. So adding in a merchant that will buy and sell everything else would be a bonus.
Awesome looking, functional military camp AND I get to ehm... evict the previous occupants? This is the gift that keeps on giving.
One tiny gripe (that could be my own fault for all I know, my load order looks like Normandy and Gettysburg had an ugly lovechild) was that I couldn't really get in to the camp with the portcullis down. Still, really like this mod.
Another conflicting mod is Seasons of Skyrim, when converted to Summer or Winter, the entire camp floats. Would be good to see more camp upgrades throughout Skyrim, seeing as how Romans didn't have the exposed, defenseless camps as portrayed in Vanilla. Really cool mod!

I didn't go too high as its impossible to have any sort of angle to use bows etc
