At night, only in whiterun seemingly, there is the glowing effect from the fire everywhere, and I'm not sure if this is to do with the ENB or ELFX? I hope its not the ENB cause its gorgeous.
Hey, I was just wondering - I love your ENB, but is there a way to stop the fog from being completely eliminated? Skyrim has horrifically bad distant LOD, even with mods, and the vanilla weather's fog does a lot to help hide the poor distant LODs.
I didn't change anything about the fog settings so that must be another mod. Natural Lighting and Atmospherics for ENB pushes back and thins out the fog a lot so if you have that enabled, you know the culprit. Aside from that, no other mod I have listed in the description change exterior fog in any way.

NLA is not neccessary, just a recommendation. I tried it with Realistic Lighting Overhaul, Enhanced Lighting for ENB and even without any mods at all and it still looks great. I woul say go ahead and try COT, see how it looks like for you.

The most ENB modded releases I have checked out (... there were a lot of!) needs to much performance, when you want great graphics and I don't have a machine for 2000 EURO +. Alternative used the performance versions all had bad/ugly graphics - so crazy and made me so unhappy in past.
I thought it was a never ending story. Now the future begins to play my very pretty Skyrim included a lot of Mods.
For all they use this mod a little help above, if don't know.
If you can run vanilla Skyrim at high settings you can probably run this ENB preset at a decent framerate. If you only keep Bloom, Adaptation and Detailed Shadows active, it'll probably take down your performance by 20%.
The S.T.E.P guide I linked in the DESC has tips on performance and how to tweak the config accordingly.

Fix camera or stuttering problems:
Open enblocal.ini and set:
[LIMITER]
WaitBusyRenderer=true
Note: The other don't touch!!!
