If you're using Special Edition I'd highly recommend using Mark and Summon NPC Friends over this, since it's for SE, works with AE, and allows up to 128 recall slots.
My game must be broken? The spell does not recall any companion, but every companion say's they can't join as I have already have a companion. Can you have a mission related companion that is fixed to a place?
In addition to the others that have commented, I can also confirm that it works on SSE. You may or may not need to go through this exact process, but this is how I got it to work:
1. Download manually and extract the .esp and .bsa to a folder on your desktop.
2. Download and extract a tool called Cathedral Assets Optimizer (https://www.nexusmods.com/skyrimspecialedition/mods/23316).
3. Run the tool on the folder you created containing both the .esp and .bsa files. The instructions on how to use the tool are on the description of the page, but you want to check the options : extract BSA, create BSA, and Delete Backup.
4. Move the .esp and the optimized .bsa to Skyrim's Data folder.
5. Run the Creation Kit and load the .esp. Make sure it's set as the active file. Then once everything loads, save it.
6. Run the game and load a save. If everything was done properly you should immediately see that a spell was added to your list.
I have tested it with Lydia, Gogh the Goblin(CC Mod) , and Hilda the Goat(CC Pets Mod). Lydia does not need to be "recruited" with the secondary spell, Gogh does. Hilda is immune to the "recruit" spell. Inconvenient, but her mod comes with her own summoning spell and she's usually pretty good at keeping up. I'm assuming all pets from that mod will be immune.

By loose files, do you mean the data folder, or the main sse folder?
