They mean the downloadable file. Say when you download a mod for manual installation, then don't install it right away. The name of that download for your mod is "Ver 0.1" (appended with the nexus file number), which doesn't tell anyone what it is. Of course, the ESP is labeled appropriately, so opening it solves that problem, but it is good file naming etiquette to name everything in an appropriate manner.
Yea sorry, I was talking about the zip files. It's called "Ver 0.2-56393-0-2.zip", where something like "An idiot in Skyrim v0.2...zip" would be a bit nicer with hundreds of mods in the DL folder. No biggie though.
This is an NPC modeled after the star of a series called "An Idiot Abroad". There were also some follow up series..."An Idiot in America" and so on. This one is "An Idiot in Skyrim". It's funny.
