Reading all of the comments, it's very clear that the solution is different for everyone, so what the mod author said about "it working for you doesn't mean it will work for others" is true. The mod I used to change my FOV is Customizable Camera, which I'd also recommend using if you're having problems with Skyrim's Field of View setting.
You don't need a mod for this. All you gotta do is edit your .ini's. 500Hrs on Skyrim and never had it bug out or reset or do anything strange when it's set like this.

This is not true @curlyqu. It does work for all. I used have this problem of FOV resetting and I used to reset in the console, but then after searching I found the settings that @oxide423 mentions above in the post. You only need to add the "fDefaultWorldFOV" and "fDefault1stPersonFOV" mentioned to your preferred values.

No, this is not true @rBaldrick. Just like @curlyqu said, people have tried doing EXACTLY WHAT YOU POSTED AND MORE and FOV absolutely does revert for some people. To reiterate the point, please keep the "It works for me so it obviously works for you" comments to a minimum. Please. The nexus doesn't need any more of them.
The .ini settings work for me on one computer. It doesn't work for me on another computer. I have no idea why this is... Actually. I think I have my Skyrim.ini set to read only on one and not the other. I'll give that a try first. If not, I'm using this file.
Regardless, this is an excellent solution. If it works and you have the need, why not go with it?
To get new FOV permanently, you have to start a new game. Then it will be automatically applied and never reseted. The problem is when you change FOV in middle of the game. Then you have to do the console trick or use any mods.
I just set all three options to 80. This is the most realistic FOV for 16:9 and z-Fights are acceptable. Don't turn it too high!
I know this is kinda old but I found the solution for people who haven't figured it out All you need to do is add the values below to your Skyrim.ini and after you do that launch Skyrim, the changes won't show up and there where people gave up, so the only thing that needed to be done is to press Character Menu button (TAB) by default and there you go the changes will appear, save your game so you don't have to do it again forever and that's it, worked for me.
Nothing was working for me to permanently fix FOV, inlcuding this. I had tried various mods, and about a dozen variations of .ini fixes and tweaks that I'd come across. Then, I finally tried doing what the mod author said for the LAST MOD IN MY LOAD ORDER (I had tried it on 3 other mods with no success). Creating the .ini for the LAST MOD IN MY LOAD ORDER and adding the change worked for me. Maybe it will work for others as well.
OMG, let me give my firstborn to you! Seriously, this has been the most annoying aspect of Skyrim for me and now I learn I didn't even need mods to correct it! Just made a Dawnguard.INI with the setting and my eyes have never been happier!
Be thankful then that you've never had to deal with a buggy FoV. It doesn't take long to find countless Skyrim players who can't get their FoV to stick.
I wrote this before and I'll leave it again for the unbelievers. I have identical mod setups and .ini files on two different computers. It sticks on one but not the other.
The only thing I can think of is making the .ini read only and double checking to see if the values change if set to read and write.
My opinion is, whatever works, that's what you should go with. If changing the Skryim.ini works, great. If it doesn't, then use this.
This mod didn't help me, nor does fixing the ini, Does anyone have any idea how to get it to stay at the same FOV? Every single time I use the mouse wheel it changes the FOV and it's really starting to irritate me and make Skyrim not worth playing

However, my build also has a Skyrim_default.ini file, and I had to add code there to have my fov setting stick.
Try searching for that file. It might provide your solution.
