Changed SkyrimCloudy.ini Edited PointLightingIntensity Night/interior . So your torch actually gives off light.
Updated the effect.fx file for all versions. Because of a mistake with my brightness settings. Noticed it when I reinstalled skyrim. So now the nights are slightly lighter. The interiors / daytime were fixed as well. I hope everything looks like it's supposed to now.
