Dude, the guards are recruited by the jarl. The jarl, and most folk in winterhold, are diehard stormcloaks and magic haters. Almost every single guard mod out there makes the winterhold guards talented mages, but really that is just weird.
Great, so with this I'd have mages yelling at me for being a mage and going "that spell looks dangerous" when I have Candlelight. Makes a lot of sense.
