Awesome mod, and great work!! Just as Kotomi56410 has stated, there is a slight question which kind of bread the immersion a bit... (Which I'll slightly rephrase it for easier understanding)
As Kotomi56410 had said: "Why is these legendary weapon left at College of Winterhold? As the lore stated, it is wielded by Emperor Titus Mede II, so wouldn't it make more sense to put Goldbrand on the emperor?"
So...yeah...it would absolutely make more sense and immersive for player to be able to acquire this through the Dark Brotherhood mission.... when you assassinate the Emperor....and obtain it either on the emperor or in the same specific room...... As the emperor is not dead yet.... (Perhaps consider to put it in the embassy and make some sort of story...such as the emperor given up the weapon as a symbol of truth to the Thalmore and has been brought by the leader to Skyrim or something.... which would also allow most player to be able to get it while making it more immersive)
It's just a thought to the addition of your awesome great work, which is the best Goldbrand designed even till now!!!
I think the main reason for such a placement is simply because this guy works on texture , and not actual modding so he just wanted to put his work out there.

I will remember that had been reported to have been possessed emperor at the time of "goldbrand" is war. Although the emperor of inventory and this sword I should add I think, but what?
Okay, so if you're looking for the swords, turns out they're in a chest at the base of the bridge on the cliff just before you cross the chasm to reach the college. I was looking for them at the bottom of the ravine near the water. Figured this might save some of you a bit of frustration.
"In 4E 175, Goldbrand was supposedly wielded by Emperor Titus Mede II in the Battle of the Red Ring against the Aldmeri Dominion, although this has never been officially confirmed by the Imperial government"
It'd be best if the sword was in the Emperor's quarter in solitude or something like that
