This is probably asked about a ton, so my apologies, I just couldn't find the answer anywhere. It makes sense that each individual npc would have different skill levels, I love the idea that you'd have to pay more or travel around to find the blacksmith/enchanter who could do the job your looking for. My question is, is there a list of which blacksmiths/enchanters have which perks? Which ones are the best?
