After messing around with this for a few dozen hours, I've decided it's just not worth it. It's not going to fix the neck seam the NPCs have, so it's not going to solve the problem enough that it's worth spending this much time to try get the color matched right. And if you are using new faces and new bodies, your neck seam is likely to be too bad for this to even do much. I wish I had known that before wasting dozens of hours figuring it out the hard way.
for me, with a bunch of mods that edit the face textures...this actually matches the body and head. this is one of those must have mods. works with high poly head and cosio CBBE, and thats with fair skin complexion as well.

Why don't you upload this as a regular mod onto Nexus? I'm sure lots of people would love it.
THE NECK SEAM FIX IS FOR THE GAP BETWEEN BODY AND HEAD, HENCE THE NAME SEAM..
