FOR THOSE WITH QUESTIONS LIKE THIS! The game has been updated since this mod came out altering how some of these changes are made.
Solution: I have found that the mod ExEWorldMap (google search skyrim 16619) fixes this. And to save an ESP slot, go into TESVEdit and copy the changed variables to the BASHED PATCH, or to the last mod using them, then deactivate EzEWorldMap mod!!

This seems to remove the black blobs that show up on the Cities and other building objects without changing the terrain details. I haven't noticed a downside to this yet but I've only been using it for a while now. If anyone knows a reason to change it back to default, let me know.
Okay, so I just installed this and the actual map part seems to work fine, but suddenly everyone runs 2-3 times faster than normal. What the hell? I disable Map Overhaul and run speed goes back to normal. o_0
I really hope there's still some support for this mod. I'm having a game crippling issue with this (or these) mod(s).
Since I installed this mod, the Atlas one, the Quality Map and the Clear World one, made sure patches for other modules would be installed so everything would be compatible and copied the necessary lines into Skyrim.ini. My game still often fails to load areas and I'm forever stuck on a loading screen. So either I sit in front of the game for eternity, or I put it on the task bar, go back to the game and forcibly close it as it freezes.
I think these mods cause trouble because when I uninstalled them, it loaded just fine - but then the map became a horror. Only local map is available and the world map is like zooming into some location... possibly wherever I am. So I'm either stuck with an unusable map if I uninstall all these mods, or I can't load areas when having them installed.
Any input, guess, suggestion would be appreciated and in the meanwhile I try to figure something as well. Of course, I'd rather keep these mods if I can help it but all I really want is just to be able to play my game.
(Wonderful, now not even uninstalling or reinstalling helps me with the endless loading anymore.)
I apologize for the frustrated tone when writing this post, the issue has been grating on my nerves for many days now. After I uninstalled every map mod, the problem still persisted, so I reinstalled the game, thinking there may have been loose files I wasn't aware of. So I installed everything but the map mods, and for a while it was working, reassuring me it really was just the map mods. Then it started again. I was really confused, but at least then I knew it wasn't this mod.
So I searched for people who may've had the same issue I had (which I should've done in the first place, but first I didn't think it'd be a vanilla problem), and then I came across a Nexus forum page where people had the same issue. Turned out Skyrim has memory allocation troubles, and my mods likely exceeded the RAM limit Skyrim can handle. So I downloaded a mod called Safety Load, and since then everything's been perfectly working. I feel really bad now, because this mod (along with the other map mods) were awesome, they weren't at fault, and yet I kind of raged at them. I'm really sorry for that.
Tl;dr: Map mods are perfect, game had a relatively vanilla issue, I apologize for the frustrated post above.
Don t feel too bad,though,if you look up unending loading screen youll see its very common attributed to high res map mods-not just this one;as well as just generally having too many textures to load.You spoke your frustration calmly,unlike many Ive seen.
