I tried this mod out for a spell after being thoroughly amused by it on a few Mod showcasing videos on Youtube. Unfortunately, with the mod owner being quite absent since the time I picked this mod up (Over 2 or 3 years ago) the humor in it grows rapidly thin.

    Extended explanation below.
    _____________________________________
    Or TL; DR:
    1. Shoddy interior design, holes in the brewery stairs and floor allow you to fall out of the map if you're not careful.
    2. Spell is amusing as all hell....for about 5 minutes. It's expiration timer seems to be completely random, if it ever does expire.
    3. Sound effect, that I've connected directly with the introduction of this mod to my game, does NOT expire with the conclusion of anyone suffering from a drunken stupor.
    4. NPCs I haven't inflicted with the spell appear to suffer from the effects of it, as if the spell is contagious. Some NPCs I've previously inflicted who have recovered, may sporadically/spontaneously exhibit the effects of the spell again upon reloading the zone (Returning to Whiterun after a raid).

Overall, amusing for some short fun, or if you and some friends are also drunk and trying to throw a party in Skyrim. Otherwise, this gets annoying fast.
    _____________________________________

1: The added structure in Whiterun is unremarkable and EASILY overlooked. I had to reference the mod pictures for a better bearing on location before finally realizing there was a structure out of place. Upon entering the brewery, you're greeted with an obscene number of stares taking you down a depth about 2x the height of the brewery itself. I presume this is forced out of level design, I wouldn't know I'm not a modder, but then I'm greeted with numerous "holes" in the brewery that makes navigation a bit more precarious with threats of falling out of the map....or through the stairs. Aside from a metric ton of Nord mead, the only worthy object of attention is the spell tome itself.

    2. Using the spell.....straightforward enough; aim, shoot, affect, enjoy the show. However, NPCs don't seem to have a fixed recovery time or 'expiration' for the effects of this spell, especially with repeated castings in rapid succession (5 beers for you, a dozen for you, 80 for the Jarl before he can even stand back up). Occasionally, an NPC I haven't cast on before will exhibit effects of the spell whiles others, who I've previously cursed and have recovered, may return to their drunken stupor on their own upon reloading the zone, such as a city. I haven't spent the time investigating, but there is no apparent pattern to start and end of this spell's effects.

    3. The sound.....this, single handedly, is what KILLED the mod for me. Everything I can tolerate, but when you cast the spell, it initiates a sound effect of a beating heart and some 'swirling wind' like sound that just.....does....not....stop. Even after my victim has sobered up and returned to their duty, the sound persists. Leave the zone, go fight a dragon, enter another city across the map, sleep, whatever....the sound persists. Several auto and hard save reloads later, I finally rid the sound from my game. But upon casting the spell once more to test and verify its ties to this mod, the sound promptly returned. It does go away some times, but you run higher risks of 'breaking' it when you enter new load zones with it active and victims stumbling around (Such as entering Breezehome after casting it on Lydia or a Whiterun guard). Simply; it's 'fragile', the more you cast the more likely you are to break it, especially running through load zones.

Final verdict: Good idea, but terribly broken. Axe it.

I used the drinkbolt spell on my followers and it was hillarious! But they won't stop being drunk. How do they sober up?

Hey Oliver1706 mod looks great, alas the brewery seems not to be appearing in Whiterun for me. Any tips to get the mod to work?

No idea why it shouldn't. Are you sure it is in the loaded? It changes the landscape a tiny bit so you might notice that. Otherwise it could be a conflict with another mod that edits Whiterun.

I love this mod, but I don't remember the heartbeat sound being there from my other playthroughs. Can it be removed? It's really annoying.

Heartbeat sound? I don't remember anything about that. Could you post your mod list, so maybe I could help?
