incompatible with a shout mod I have ..."Dovakiin: realistic unrelenting force" or something like that. Took me awhile to figure out which mod broke my game >.<
I have a mod that is a lot like this one, but the cooldown only works if you use the fully crafted amulet (there's 4 stages to get the full effect), on top of always praying at every Talos shrine you come across, otherwise you have a, amulet that in the end used up several dragons, as well as lots of moonstone and ebony. Still love the thought behind it. Good work, but it could use some refining. I hope these ideas helped to inspire you to do something creative to balance yours, I'm pretty sure that the mod I mentioned isn't on the Nexus anymore...
Well I never really planned to make this balanced (anyway: It doesn't matter how much you need to collect, the fully crafted one is still overpowered). This mod is just for those who want to shout unlimited, nobody has to use it if he doesn't like the idea of being overpowered.
Where I comment you for your effort, I believe that the original game mechanic of it all having a cooldown time is quite well done. You're a human with human vocals, and unlike the flying lizard, you're NOT used to the Thu'um. So, I compliment you for your alteration, but I believe it's slightly unnecessary. Other than that, it throws off the balancing, and allows the player to start spamming the living (*****) out of the thu'ums. Good for the people who wanna feel all high and mighty, but not for me.
So again, great idea. It definitely deserves a reduced cooldown on higher levels but this is just a tad too much. Good luck with the rest of your projects ^_^
That`s why I tagged "unbalanced" Of course this is a bit OP, but that was intended I created the mod for myself as I love spamming the world with fireballs, beams and shouts.

What would be much more useful is a mod that unlocked all shouts.
So again, great idea. It definitely deserves a reduced cooldown on higher levels but this is just a tad too much. Good luck with the rest of your projects ^_^
