I use mature skin texture here, with vanilla vampire face texture. I'm far from pro with Photoshop, so I just made multiple layer with different opacity and deleted just a little part more below on every layer and then smoother the lines between them O_O.
As long as you have Dawnguard and they turn into the [race]vampirerace it should work. Like nordvampirerace, imperialvampirerace ect. It also fixes neck seam on all vampires in already in game, such as Hert.
Lord Harkon, Serana ect. aren't affected, as they are nor nordvampirerace but some sort of vampierace. They do not use Dawnguards new vampire textures, or so I heard.

I don't know if it will work because Dawnguard.bsa pushes the vampire textures on the game in such and not other ways

You could try overlay vampire-face-layer (with ;difference; blend option) with original face texture
