This is interesting. I've been playing around with the Staff of Magnus and I've found that the damn thing does NOT absorb health at all. The problem is that in the CK it's set to absorb magicka until the target's magicka is at 1 at which point it begins absorbing health until the target's magicka is at 2. Basically, it never absorbs health because it keeps absorbing the 1 magicka that regenerates infinitely. I found a workaround by attaching a damage magicka regen for 3 seconds effect in order to get the damn thing to actually do some health damage. Did you notice this in the CK and if so, how did you deal with it?
As far as the unlimited use, did you try copying the Ebony Blade's effect and editing it?

If you have tes5edit you can fix the stupid space before the name. You just open up tes5edit right click the checklist that pops up and press select none then search magnus in the search bar at the top of the checklist and you should be able to find betterstaffofmagnus then tick it and press ok. Then once it's done loading, on the left hand side where the drop down sections are. click the little plus next to betterstaffofmagnus then click the little plus next to weapon. Then click the highlighted line that comes up underneath weapon and you should see on the right pane a whole bunch of stuff comes up. On that right side pane there should be three columns of information. go to the row that says "Full - Name" and on that row on the right hand side column where it says Staff of Magnus, right click and press edit. Then just delete the pointless space (at the end of the line (for some reason)) then click ok. Then just close tes5edit and press ok when it prompts you to save changes. Worked for me.
In this mod the staff's charge gets empty in 4 second like in vanilla. And the damage is too low as compared to smithed melee or crossbows (300+/s for a dagger lol). So I'm your only hope dude, I've recently made a mod about the staff with a new model EyeCandy so you wouldn't need what you've just asked, as charge/cost is fixed and 2 grand soul gems are enough to kill at least a couple of mobs and magicka absorb works exactly like shock damage so you don't need it and on most creatures like horkers 220/s is an intstant kill or at least it's 1-2 seconds to flush them out if it's leveled horkers at lvl 96 in Dragonborn. It's not cheating as you can always raise ur mighty dragonbone mace with 460+ dmg and oneshot some poor low level dragon using that Critical Charge perk if you're lucky. If you're not, you can always use a swing more, or maybe two.
Colorful Magic has a staff added in that does around 200+ shock damage placed on the Staff of Magnus. You just have to buy the new version from the vendor added by the mod.
you need to drastically reduce the magicka cost of the staff, shure its powerful but i need to recharge my staff every 2 minutes, its eating all my soul gems!

Sorry Thoragoros, its definitely an idea i like. Blade users get the ebony blade with infinite charge, so what about magic user?
Anyway i'll keep trying to make the staff to be an 'unliminted use' item.

Have to have 100% reduced costs for both schools for unlimited staff of magnus charge (ingame as a workaround for the avg. player).
as for the mod, excellent job! This terrifying staff now lives up to it's legend.
