I would add skill requirements to all levels, not just novice. You shouldn't be able to cast bound bow at lvl 2 just because you are an altmer, have mage clothes and invested a point in magic. All leveled spells should be blocked from learning if you don't meet the skill requirement. Great idea, though.
@Laezar currently I don't have it working with SkyRe. I loaded it up with all my other mods and it didn't seem to work, but honestly this could be a conflict with something other than SkyRe. I plan to check that out today. In any case I don't have it working with ANY of the new spell tomes in SkyRe so even if you could load it up with it, you could still learn the new SkyRe skills.
@MercerLeonhart I'm gonna ditto what magn3715 said. If your race has to low of a skill you can always pay a wizard for him to teach you some of what he knows. The idea of the mod is that not all races would innately be able to cast spells.

Tiny question though : is it compatible with skyre perks?
