No longer will I ever be able to make the mistake of pre-spending a perk for a spell I can't even cast! That always seemed odd to me. So I totally get why this mod for those of us who think this way in helping our immersion while rp'ing.
Plus, way cooler to see my character learn by doing and not just by dropping some coins and then reading a manual, whatever, that ain't magic. This, this is more like the way of the alchemists.
I like your idea. I would just suggest that you don't get all the spells from that level. Maybe only basic ones (you determine what are basics ) and then bu getting the perk you get their ranks (add to the game ranks for the existing ones, e.g. Firebolt (rank 1) can be bought from vendor but rank 2(3, 4) must be obtained through perks - making it much stronger). So, what I mean basicly is that you can still buy spells from vendors buy only their basic version (available to everyone) and once you get your perks you will have them upgraded to Novice (Master) level, more specialized for your caster character. That way, more potent spells are only available through perks while basic ones are available to everyone to use them with much less efficiency.
If I understand you correctly you suggest that the player can buy the tome for a spell (e.g. flames) and learn more powerful versions through perks (e.g. firebolt -> fireball etc). Interesting idea. I'll look into implementing that.
