The reason for the discussion if you read back a bit is because your tweaks are being instructed to install outside of the data folder, so users of Wrye Bash have to manually do that
With a little change, your file can be used as a BAIN and install where they are supposed to go .. Data \ INI Tweaks \ The way you have zipped it now, if you just rename Mopy to Data, and also remove the Skyrim folder ( bringing the tweak files up one folder level into the INI Tweaks folder ) then you will have it correct for installation with Wrye Bash as a BAIN.
See also the Wrye Bash Pictorial Guide linked on the github post, and refer to the files I have done for Skyrim as to how to make your zip file structure
Wrye Bash is being refactored so little details like this are being discussed for clarity, your method of installing these brought into question if Wrye Bash is doing things right, which it is.
Edit : If you wish .. Grab that Skyrim INI Tweaks XTras BAIN, add your tweaks to it, and upload here
Great idea. Thanks for this. Wish more people would make tweaks for Wrye Bash. It's such a great utility I honestly don't know how any serious modder could manage without. But it could use some talented people to make it even better.
