  Not sure that SPERG actually changes the Extra Effect perk. It may be compatible but I too would like to know.

Um....I can't get it to work, I'm still limited to one enchantment and as far as I know, theirs nothing else I have modifying enchantments

  Do you have the required perk? if you do, you should be able to put 2 enchantments without the mod.
  so get Enchanting to 100 and get the perk called "Extra Effects".
