Potion of regeneration and the lady stone won't work at all. idk if it's a conflict but the only mod I use to manually modify health regen is Skytweak.
The mod should be compatible with most other mods, the mod only modifies the health regeneration by applying a negative buff to the player altering the HealRateMult, it does not set any of the health regeneration values (Healrate, HealRateMult, CombatHealthRegenMult) to a certain value. In this way, it should be cancelled out by/compatible with any buffs increasing the rates. Did you test whether the mod works without SkyTweak? DId you by chance change the Healrate to 0 using Skytweak? That could explain the decreased health regeneration.
I've been looking for a mod to drastically reduce hp regen (to about 10% of normal), but all the ones I found edited the base races, so affected more than the player. This mod seems to do everything I want, and if I use xEdit to change the Magnitude value of the spell "Disabled Basic Health Regeneration" from 100 to 90, this seems to give me the regen rate I am looking for.
However, since this mod does more than just disable regen, I was wondering....if I make the change mentioned above, how will this affect the rest of the mod? The Perk modifications, the vampire regen, etc.?
This mod is my life blood. Restoration is an actual trainable skill now. Had this for a while and just wanted to show my aprecciation for one of my essential mods

Sorry for my late reply. I am currently playing an Argonian (new start) using the normal (old) version of Skyrim with the DLCs on PC. The skill seems to be working fine on this character and grants rapid health regeneration (~1070%, also visible with player.getav healrate and healratemult). However, it does appear that Histskin does not always work when the mod is activated and a save is loaded that previously did not use the esp. I do not know exactly why, but sometimes it also seems to work... peculiar. Did you fix the issue?
So, let's say a food item from CACO gives me 3% more health regen... How would this work exactly? I checked the value for health regen in game and it was set on -100, which would become -97 with the food effect...
It should work I believe. The game starts the player with a value of 100, so the -100 will reduce the player to 0. But if you have 3% health regen, it should become -97 and the player should have 3% health regen.

it should be OK to change the value of the spell to 10% and in theory the other modifications by the Esp should not be impacted.
