Just an idea for a companion mod for an already great mod. Maybe add pirates and merchants to the game, so that you can have some nice naval combat, even if it's just boarding actions. Let you contract out mercenary vessels to protect merchant craft, traffic materials between different regions (maybe Skyrim and Solstheim to start off with, then maybe add in some player-made lands) for huge profits. Even go pirate, and capture/loot merchant and military vessels; slowly building up your own armada of trade and naval ships.
I would, but that is a HUGE amount of work and its far more than I could do on my own. Instead I'm going to upload the source files for the mod and let everyone have a stab at stuff and see if they can add things and hopefully the end result will be things like you have suggested
