I know this is an old post, but your problem lies elsewhere. The most likely culprit is a missing masters issue: one of your ESP files is depending on a missing ESP or ESM file.
I know this is old but it did the same for me. Had no issues with Missing esp or esm (MO would grill me on it). Realistically, this issue shouldn't be because of this mod, but it happened to me. I didn't have to re-install from scratch however. I just removed this mod only, and it started launching again.
I'll start off by saying this mod is a great idea and is on the right path. According to some comments below, it works for some (which is great) but not for others, and I am one of them. This mod makes my game load quicker if I was traveling on foot and entered a loading screen that way. If I fast traveled, it makes my game load twice as long. Not only that, but it will freeze my game here and there. (My game doesn't have that long of loading screens alone, I just thought I could treat myself and cut them down.) Anyway, that's my experience with the mod, I would have kept it and just have ignored fast traveling if it didn't freeze my game. Great idea though. Just one of those mods that work for some only, I guess.

Whoa, I was looking for something like that the other day. My video card makes crazy noise in the menus because of that stupid fog (my video card hates fog and smokes). This is going to be really helpful no doubt.
Following up, I currently am running 197 mods (according to BOSS) I added in Tropical Skyrim as well and I have still noticed faster loads that before. Tropical would take forever to load.
im a little wary of mods like this but i have edited my loading screen time ini file for paparus making it longer so it has time to load everything. i run over 200 mods so im worryed that this mod will ruin my game and was wondering if it really works? i dont mind long load screens if it means my game runs smoothly

This mod cannot cause this issue.
