Install Deadly Dragons and Bellyaches New Dragon Species, I stumble across a dragon here and there, had two at once, three at once and my char is still standing^^
I agree in response to the previous posters, this is a great, lore friendly, and balanced way to have access to quest-locked shouts that would otherwise be inaccessible to players who (for role playing reasons or otherwise) couldn't or wouldn't do those quests.
Finally! I can get that one word of Fire Breath without having to join the Companions! (Don't get me wrong, I like the Companions as much as the next guy - but it's still an inconvenience on a mage or rogue character =P)

EDIT: great idea, but, I am trapped in one of those, *Where's Waldo* play-throughs, in which dragon attacks are few and far between...
