I have found that it worked best for me to put this before everything that would change skin textures. This way it cleaned up the dirty faces but didn't change the other customized skin textures. I was having neck seam issues until I made this change. fyi
Endorsements are still going up, yet no one else is reporting the "lines-across-forehead" issue. So either me and gez are having some sort of compatibility issue or no one is reporting it as a bug.
Either way, if you DO encounter it, use the old versions of the Female NPCs Cleaned-Up.
I'm gonna have another go at fixing the issue tomorrow (Monday, Oct 21st) so make sure to check the page periodically throughout the day to see if I'm making (or not) any progress.
Actually, I'll try verifying my Creation Kit and see if that helps, it's fixed my issues in the psst.
Edit: Verifying Creation Kit replaced about 35 files, but the lines on the forehead are still visible in my preview window. I'll uninstall all my mods and see what's up. BUT, All this will be done tomorrow.
Edit#2: The issue was caused by using a Skyrim - Textures.bsa optimized with DDSopt causing the lines-across-forehead AND black head bug. I have my original Skyrim - Textures.bsa and will release fixed versions of the Female NPCs Cleaned-Up files soon.
Edit#3: I believe I have fixed the issue. Female NPCs Cleaned-Up normal and BSA versions are uploading. Realism fix coming soon!
Edit#4: All 4 versions are fixed and uploaded, at least on my end. Please provide feedback here in the comments if the issues with lines across forehead are or are not fixed.

BSA versions of Male NPCs Cleaned-Up and it's Realism counterpart have been released!
NPCs Cleaned-Up Master Read Me is now uploaded, have a detailed look at which NPCs (Male and Female) were cleaned-up!
Reworked versions of Female NPCs Cleaned-Up and it's Realism counterpart are now available in normal and BSA versions!

Conclusion:
With the release of the new (re-made from scratch) Female NPCs Cleaned-Up files and the new BSA versions, I am done with Vanilla.
