No, the vampire is exactly the same as all the vampires in the game and will change to a dawnguard vampire if you have it installed. The pics are without dawnguard, after you install it she looks like all the other dawnguard vampires with the facial deformities and glowing eyes.
That is the default dremora face paint, dremora females are set up but incomplete in the Creation Kit but there are none in Skyrim. I don't know about making the paint as a mod, if you look at the pics, it does not fit right because dremora females are not fully set up and they use the male dremora face paint. That said it would be a good idea for a mod but I would have to rebuild it from the ground up, so maybe one day... or not.
would I be incorrect in saying they look a little low rez? or is that just different thing effecting them? they look interesting enough I was just wondering.
