This is a fix as far as I'm concerned, because you either have to put on light armor (thereby advancing that skill) go barefoot or wear the footwraps you were given.
None of those options is very nice, so this is just a small fix to help along with the Aesthetic of the outfit.
It was meant to be dehumanizing. They were taken from the mage to be cruel. A cold floor with the cage metal running across it is not particularly enjoyable to stand on.
Why don't you place the boots behind the counter instead?
For some reason I thought I downloaded this. Now I did, oh you can get a pair of those boots at the alchemist in Whiterun, they are on the counter. I never really spotted them before until delivered those frost salts after the millionth time and noticed I could take just about everything on the counter top. Billion hours later in Skyrim and I still miss stuff. so sad.Cheers to all your good work.
Yeah me too.. I found some whole questline last week that I'd never seen before, and was reading the release notes for the unofficial skyrim patch regarding the guy in whiterun that's always preaching being in jail and have never even seen that.
Now I have to do an empire soldier run through to check it out

Same as if you load the cell and then install the mod - the boots won't be on him.
