ALMOST anywhere... I'm not 100% sure what will happen if you drop a chest in a respawning cell such as a dungeon... odd things may happen in that case.
Although a chest I dropped on the Solstheim dock has been there now intact for at least 5 days with no issues (I have cell respawn set to 2 days) so obviously some out door areas are safe as well as player homes.
