Looks ok to me the only thing i would say is you have a little bit too much on the IMAGEBASEDLIGHTING setting,dont be put off by the complainers its your mod if they dont like it nobody is making them use it,keep at it its all about learning.
Ok on examination you dont seem to have the IMAGEBASEDLIGHTING switched on,so its not that lol .
Sorry for the horrible quality of the ENB mod, is honestly the first time I change settings in ENB... And I'm thinking of upgrading the mod and fix this problem!
Are you sure this is what you INTENDED to do? the bad quality might be due to the format of your images,or the way of taking them [with Home or with prtscr] But if this was intended,then i have to agree with all the other commenters.VASELINE IN YOUR MONITOR.
With all due respect to the mod author, it's not that it's really foggy (even though that's what it kinda looks like) - it's perhaps missing a massive amount of contrast (with brightness compensation). I know everyone has their own vision of what they want their game to look like, but this ENB may have "room for improvement".
I haven't actually downloaded this ENB set as I only viewed this mod page out of curiosity, but 1 minute within photoshop using one of your pictures resulted in a different kind of image...
If your ENBeffects.fx supports it, you can adjust the main screen setup variables in there - contrast, brightness, saturation, tonemapping, colour compesations / curves etc.
