The general idea is great, but I think the implementation, though a worthy attempt, can be much better. For starters, it should NEVER decrease the Thu'um cooldown down to 0. I'd suggest that at lv100 it would reduce the cooldown by a 33%, leaving another 33% available for being obtained through perks for a maximum 66% reduction.
Something that is definitely lacking is a perk tree leveled with the use of Thu'ums.. It can go all ways, from directly enhancing the thu'ums to helping in some other way like:
-Increasing damage done by either all shouts that do damage, or specific branches for specific shouts -Increasing the range / duration of shouts -Thu'um Mastery: (three levels perk) reduces the cooldown of one-word / two-words / three-words shouts by a small/considerable/great amount (11/22/33%) -Small chance (probably something like 10/20/30%) of using a Shout without cooldown -effectively allowing for a second shout inmediately. -Dragonskin: (5lv perk) Increasing base armor value (armor before considering actual equipment) -Dragon Claws: (5lv perk) Increases base damage value (damage before considering weapons equipped, including Unarmed combat)
And so on and so forth, just dropping ideas.
Still, I like the idea of leveling the Thu'um. Great start Sagittarius22!
FYI there's an amulet of talos, blessing of talos, and Morokei (as long as it has been patched to work as intended in user's game) which shift the total cooldown down another 60%. Meaning that as much as 40% extra can make the 100% reduction possible. It's hard to balance it for the player while in fact adding anything significant in shout CD department. Even if you cut the CD itself you never know if the user is running with full CD or only 40% of it, or something in-between.
In other words - balancing shout CD is almost always up to the player himself.
For reference, if you use this mod with the above combo:
-The first 4000 shouts will cut the "starting" 40% CD down by half. -Another 5000 on top of that will reduce it to a quarter of that. -And the last 7000 will let you shout with no CD.
It's a total of 16000 shouts, EVEN if you use the whole "native" reduction set. And to get it to a total of 0 without any aid (aka to level 100) you'd need 100000 shouts. Yes 100k shouts, no typos.
Anybody know what qould happen if I first downloaded " Dragon Shouts Overhaul" and then this? The first mod would mostly change power of thu'ums but also affect some cooldowns. I can't decide which one I would like more, but DSO's powerups with this mod's cooldowning system would be ideal
to be honest, all i see is a way to reduce the cooldown time...i don't see anything that increases the damage the shouts can do. if you make it where they do more damage then i'll download it.
This is a great idea, could you add a potency modifier? Magicka Mastery adds a modifier to spell damage based on magicka investment, could the same be done for shouts with shout levels?
Sucks to have a favorite shout rendered useless against simple bandits just because I reached level 40

my Char, now Leevel 91,
have in this MOD Tuum Level 100.
I Learn new disarm Shout , First Bandit i Try this Shout , i get the Message :
Bandit : is too Strong for disarming !
I : shout and shout and shout....
But Low Level Badit is too Strong. :-(
possible : when i have all 3 Words, but now....
With this MOD Shout Systems make sense.
