Well now, this is a busy one, took me quite a while to see it all.
Absolutely hated the outside area, looks like a mess, the way the buildings are all situated as if they have no rules to how people place their homes, some of them going through, into each other, one corner of a roof halfway into a tower stairwell. I loved the horker oil refinery, but problem for me is location, makes no sense to bring whole horkers all the way there when a processing plant such as this would make a lot more sense nearest where the horkers would be caught and killed, Windhelm or Dawnstar, then would be chopped up, put on ice and sent to the various other cities and towns in Skyrim, along with the oils. That there is a plague going on, nasty and realistic, and I want to visit Riften even less now, in fact steer clear of it altogether. The house that is half sunk in the water was also neat. But it's the layout of everything, is just sloppy, but that is the outside.
Inside is much better, still very gritty but mostly looks good. I wasn't sure about that one very long ladder going up to the roof given it is attached to the railing, but then noticed the wood beams bracing it in the middle and liked this attention to detail. Lots of boats in the canal, perfect. The crane, effective in moving freight from lower docks. The animal cages made it more interesting around the marketplace. So many little details here and there to mention, all good in adding to Riften's character. That surprise in the brothel totally, well, took me by surprise, nice. I'd say the only thing I didn't like was the tower in the guard training area, takes up all of their space, cramps the place. That other tower with that lord whatever his name was, I didn't find a legit way up there, double jumped then climbed the rest of the way. Oh, the vault, good addition to Mistveil Keep and well guarded too.
If anything, given I half like the mod, I'd get rid of the outside area, easy enough, but framerate outside and in suffers horribly for me, as such messes with my movements and screws up my eyes, as such just like many other heavily modded towns, even if I do like 'em, I can't comfortably use. Still, the pluses and minuses of this mod, I like the idea of what you were doing here, just not completely in how it was all done. Thank you for sharing your vision of Riften though, always interesting to see what people can come up with.
Oh, one more thing I forgot to mention, everyone was brown-faced, so afterwards I realized why, their facegen facegeom and facetint folders had a different name from the plugin, with the esp called RiftenThiefEdition.esp, but those facegen folders are labeled RiftenSlums.esp, so I changed those to the same as the plugin esp and all good, everyone has their normal face colors.
After all these years this Riften still looks the best. All this mud, a brothel, slums outside city walls that suffers from the plague - that's just brilliant. Gives my favorite city so much more character and depth. This is how Riften should've always been. But even now, when I have a laptop powerful enough to run this mod smoothly, I am choosing not to use it because of how unoptimized it is. Not to mention the grey faces (although, to be fair, you don't need a lot of skills to fix them yourself). But I think if you are running a lighter mod list or if you are using a powerful PC, you should definitely try it.

I really do love this mod, but if I'm in Riften for longer then five minutes I ctd. If i get the carriage and the entrance to the city onto my screen, I immediately ctd. :( Pretty overhaul, but I can't stand the constant crashes -_-
if your playing the regular edition there was a 2k limit to RAM use on skyrim. This mod might be tipping it over that. You can however fix this. Cant remember but there is a mod that allows you to use 4GB.

i dont run into any issues on my end. Might be Your load order. As for performance hits only in the market do i get a slight performance hit when im looking at that huge boon. Other then that i have played this mod for years with out issue on Special Edition. Maybe one issue. Idles on Rails, there is invisible Rails right outside of Bee and Barb. Trying to figure out a away to get rid of those wood rails to get the original Rails because the top rail was removed.
Removed some Texture Settings in the mod and was able to get some texture overhauls to work on this mod. Ill post a video link.
I’m running it in SE with only one minor issue. The rails. Npcs love to lean on the rails and it seems this mod removed the top rail. So now npcs look like they are leaning on nothing. Other then that the mod does have overhead but it runs smooth on my rig.
