Not required, no. But this is a pretty outdated file now, I know RLO has been updated a lot since then and I'm not sure about the rest. It's safe to try it out if you want to.
EDIT - Nevermind, you did not make nights and dungeons lighter... TESVEdit proved that was simply a placebo effect. Great job on this and the correct order! I have now FINALLY finished all of my immersive/make-skyrim-actually-be-good mod installs... now, to actually enjoy the game, if that can even be possible WITH my 130 mods lulz
PS - I am using your second file, the experimental one. It's fine and slightly red-er flames/flame-light actually make sense and make the game look nice and still very real!
I wonder if you would consider making a version compatible with ELFX? Overall that lighting mod is really looking nice. You can get a good flicker outside still, but if you load this mod after ELFX interiors you end up with problems. Loading ELFX interiors afterwards allows ELFX to work fine, but obviously you get no flicker.
For anyone else trying to do this, here is the load order I used to get flicker on many outdoor light-sources while using ELFX:
Thank you! This is really nice. Even without Torches for RLO it seems to make things a bit brighter in dungeons. Thanks for making the new version with the red torches, I really like properly-colored lighting. It also appears that the old Torches for RLO is no longer necessary as the newer version of RLO already increases radius (see the description on the Torches for RLO mod).
( For those wanting outdoor lighting that includes red fire-based lights, the best I've found is Skyrim URWL.)
BTW, going to try this with the latest version of ELFX since I like that mod better than RLO overall.
Edit (again): Well, unfortunately this definitely messes with ELFX. That makes things a very difficult choice. RLO plus the flicker and this mod look VERY good, but then again ELFX looks very good by itself (but lacks that flicker). What are the chances you'll come up with one of these that works with ELFX?
Thanks for sending a message, SnQQpyDog. I saw it because Nexus alerts me via email. You're right, I haven't been modding for a while now. I tend to do a stint, then take a long break when I get bored of the game, then come back... etc.
The torch colour is actually default Skyrim values. I believe I overrid RLO's adjustments because... I don't remember why, exactly. You're right, it does look rather pale and washed out in-game. I noticed it back then, too. I think my sleep-addled brain was thinking "this will totally make torches look brighter!" ...Derp.
As for how to go about fixing it, I'll need to dig up my CKit and take a quick look...
Ah, I did this in TES5Edit. I remember now.
Okay, I'll make the necessary changes and upload an experimental esp. If you want to test the new file, that would be very welcome! I'll fix the colour and increase the radius slightly. Keep in mind that torches don't give off enough energy to provide much surrounding illumination in a dark night; however, I understand there's a limit to be put on realism when you're just trying to enjoy a game. Weak torches may be realistic, but not very fun to actually play. So I'll see if I can strike a good balance.
Wow man - I really didn't expect as much help as you gave - this was very much a surprise but a very welcome one - you've restored my faith in human kindness
KUDOS!
Anyway thats brilliant and thanks for putting up the new esp - I'll give your new esp a go when I get home today.
And I'll have a little play in TESSedit with the values
I feel my reply isn't worthy but you did save me a bunch of work from experimenting and I'm really grateful
This is really for the benefit of other visitors - the new 'Experimental' Version works fine. Though for my personal preferences I changed the colour values some more to give it an even warmer glow.
I PM'd Moogiefluf about the changes.
Anyway if you're just arriving here and you haven't yet tried this mod - you ought too. I promise you wont be disappointed!
So go on download it and give it a go. I'd already endorsed it even before the changes.

EXCELLENT JOB!

Skyrim URWL (normal)
ELFX Exteriors
The Flicker
RLO_Torches Flicker
EnhancedLightsandFX
ELFX enhancer
