Potential downloaders; do not be frightened by the people who complain here about how this mod broke their sneak skills (even to the point of becoming undetectable while walking around without sneak). They are talking about the old version of this mod, which indeed had such issues.
The screenshot supplied with the mod shows the values this mod now modifies. That is all it does. It does not make sneaking better or worse, nor does it break it. It does not even modify your sneaking skill level, at all. The one thing it does is allow you to move at normal speed while sneaking.
I have the new version of this mod installed, and have absolutely no problems with it. I am still detectable when I come very close to enemies. I do not get detected by dragons until I fire at them, but that is not due to this mod, rather it's due to the fact that they are blind as bats (and my very high sneak skill).
This is now a movement speed tweak and the original version of this mod has been removed.
My reason for removing the previous mod? There was an issue with the Sneak value applying even if you weren't actively sneaking, thus NPC's couldn't see you. Quests weren't triggering because they didn't know you were there, dragons never landed because they didn't see you. It was a mess, frankly. It should have never been put up. It was just a toy to mess with or train Pickpocketing, but had no long-term value.
Problem: dragons circling overhead never swoop down to attack because they can't see me when I'm standing out in the open firing my entire quiver at them. Unless I manage that one miracle shot that actually hits a circling dragon ... unless I happen to be crouching when I made the shot. (In response to your defensiveness in a previous reply to this same issue: this is not the normal elusive dragon garbage, this is ten times worse.)
My followers have also become ultra-irritating with this mod: they never notice the combat right in front of their face unless something accidentally hits them, so they just stand around like goons while I essentially solo everything ... mostly with stealth kills.
Tweaking a single setting tends to be a poor basis for a mod; these things tend to be better with scripts. If the setting were dropped while we're actually sneaking and returned to normal otherwise, this would be worthy of endorsement.
Going with robanybody2000 in the previous post, I'd actually find a pair of batch files to toggle it on and off as necessary a lot more useful than an ESP to keep it on or off. In fact, I'm going to make some right now ...
if you have a certain stealth mission(or you want to decimate skyrim population for no reason at all) you can type within your console "setgs fsneakbasevalue -1000" and you can stealthkill in broad daylight in the middle of a town wearing heavy armor. after that if you want to return to normal just type "setgs fsneakbasevalue -15" -wich is the standard value-
To walkingbartie and others, If you want a tool to edit this setting, don't use FOMM, use this instead: http://skyrim.nexusmods.com/downloads/file.php?id=5064#content at least, for me (pretty new to all this) it worked where fomm did not. its called TESVsnip. It's a version of TESsnip made just for skyrim. It's noob friendly

There are a few quirks though. One of them is that I have to turn it off whenever I fight a dragon.
