both mentioned bugs have happened to me. I can confirm that it is only the combination of pressing straight forward while sprinting on the horse that causes the lift 20 feet high bug. It is because the player is actually jumping off the horse into the exact position the horse IS and then you get a collision bug where you are thrown up in the air. (like the fifa12 beta bug! XD) If you dismount in any other direction this does not happen.
As for half of your character going into the ground, that has happened to me multiple times in multiple locations so it's not a rare bug. However it can be fixed simply by jumping. You then return back above ground, but if this can be sorted out it would be awesome.
You can jump high ( a little "fly" ) when running fast and dismounting the horse. I will check this but i think you just need to release the forward key when you want to leave the horse.
Some users reported that you (and npc sometimes) can sink into the ground in some areas but it seem to be rarely. That can happen on some scene like the prologue with General Tullius.
