   While it may not have been meant to be on the mask, it's still really cool to have with the mask.

      No, it was meant to be on the mask. Some versions of the mask have the additional description of "Gives access to Benthic Scream".

      Yes it was, if you look at the files in creation kit in dragonborn, there is a shout called "dlc2mkmiraakmaskshout" in game this is called benthic scream. There is also a glitch that proves this: sometimes when picking up the mask, it says in the enchant/description area, "unlocks benthic scream"

   Love how fun this shout is, Gives Miraaks mask the power it should have had aswell.
