Brilliant! This is perfect for my companion Valfar. This is one mod that should be added to the Unofficial Dragonborn patch in my opinion, or a Dragonborn Cutting Room Floor type mod. Very mod that this axe isn't available from the get go. Which version do most people use anyway? I've tested Painkiller's version and SparrowPrince's and they both work. There doesn't appear to be any difference in fact.
The reason for it not being usable was not because of collisions or whatever you said, it is only supposed to be usable by some sort of chosen one (think of the sword in the stone). But this is great, it is a very attractive weapon.
For people that want a patch for Skyrim Redone, I can give you a quick tutorial on how to change the stats on the axe to scale it to Skyrim Redone's standard.
For this you obviously need the ReProccer, and you should now how to use it. Basically just run the .jar file, and press patch.
BUT! The stats.xml that the ReProccer uses does not contain the information needed about the axe in order to patch it. So, we need to add it ourselves.
1. Install Notepad++ or another good XML writer.
2. Open stats.xml. You should find it in the ReProccer folder where you installed it. If you dont, do a search for it n the Skyrim folder. Its easy to find, really.
3. Find the line that starts like this: <weapon_type_definitions>

We do this to change the axe into the definition: BATTLEAXE, that Skyrim Redone recognizes, which affects perks etc.
Finally, you need to add this line under <weapon_materials>
<weapon_material>
<iDamage>8</iDamage>
<sMaterialName>Hrothmund's</sMaterialName>
</weapon_material>
it will make the damage comparable to Stalhrim, which is what the mod author wanted : )
Save the file, and run your reproccer. You should now have vastly increased dmg on your axe to reflect Skyrim Redone's stats.
