@Claska, that appears to be a different issue. This bug fix does not fix that. This bug fix is still useful if you want a couple less issues in vanilla Skyrim.
@Calemyr, I did some pretty extensive testing with the invisible face. I also wore the mask with other gear with no problems about half the time, but the other half, the bug showed its face. Or rather DIDN'T show it's face, harharharhar. It seemed that either loading saved games or dropping the mask messed with the mask's appearance, whether for better or worse. That leads me to believe something is wrong with some bit of data that isn't being stored correctly over multiple sessions or when the masks aren't with the player. I haven't found a fix, yet, but I've at least been able to reproduce and rectify the error about 80% of the time.
Actually, the invisible face thing may not be an issue. Using the falmer helm, I wore both that and a mask and it only showed the mask. If I were to bet, I would guess the masks override other headgear, but not chest pieces.
I agree with the idea, however - circlets *should* be compatible with hoods. The falmer and secret service helms may be a bug, but they point to what should have been there in the first place. Maybe not ALL of them (as you say, there are an awful lot to go through) but some of the basic unenchanted ones (particularly the black and blue varieties) and maybe a few of the exceptional enchanted ones (though I don't know of many that would fit that category).
@Pandamatak, not sure. I know it's possible for at least some combinations, but I haven't played around with it to tell which. Here's a little breakdown of how equip slots work:
Circlets are in slot 00 10. This means it doesn't block the head, but takes the face slot.
Masks are in slot 01 10. This also takes the face slot. The 01 is a unique slot that only masks use. Because of that, the 01 really does nothing. It's the 10 that dictates how it is equipped.
Most helmets are in slot 02 10, which means they take both the head and face slot.
The face slot is compatible with some hooded robes. I haven't looked at all of them to tell. Hoods tend to take up the head slot, though, and some also take the face slot, much like most helmets.
So, according to this, if I changed all hoods to 02 00, that would take the head slot, but not the face slot, allowing circlet + hood, mask + hood, but not helmet + hood. Helmet + hood would take a bit of work, I believe. The only problem with this setup is the invisible face bug. Since it seems to happen when there are 2 or more items layering on one another, I imagine it might rear its head in that situation.
If you'd like me to give it a shot, I suppose I can. However, that's a lot of hoods to deal with. It will take a while to find them all within the master file.
