bsl file is not needed. All you need is the BSA's content, so first get a BSA unpacker, example: http://www.nexusmods.com/skyrim/mods/4804/? open up the exe, select the BSA file (note that you have to move the bsa file from the rar folder before doing so) extract everything in the BSA to a folder of your choice. This part is easy, just place everything accordingly to which folder it should be in, that is, meshes in meshes, textures in texture folder and esp in the data folder. Can also be installed through the nmm if you change the folder to a rar.

The issue that is listed in the scant readme file regarding the neck is caused by one of the meshes being named incorrectly. contessaebenholts_0 contessaebenholtz_1 Rename the _0 mesh to match the _1 with a z at the end instead of an s.
unless this is a retexture of a dress that is never mentioned in the barely readable description, there is also no esp file anywhere. its not in the bsa.
