      Maybe I'm a little late, but I'm pretty sure it is at the Thalmor Embassy, the one from the main quest

   That's an unknown bug which I do not know what is caused by.
   
   Fix - fast travel to someplace close e.g. the Thalmor Embassy just up the road from the Guild and all your hired Thalmor goons, should be accompanying you.

    umm so its supposed to be close or directly by the embassy right cause its not there...
