The dagger Keening was missing an entry for its enchantment amount in Skyrim, giving it a max charge of zero, which prevented its abilities from working. Versions 1.0 or 1.1 give Keening a max charge of 5000, and version 1.2 changes Keening to an unlimited use item.
Keening is also missing a smithing grindstone upgrade entry. Impulseve's mod, Lost Art of the Blacksmith, fixes this issue, as well as many other smithing bugs. Standalone smithing is included in Keening Fix version 1.0, but from 1.1 onward, Lost Art of the Blacksmith is a required download if you want to upgrade Keening. If you download the FOMod installer version, there is a checkbox for standalone smithing. I recommend leaving it unchecked and instead installing Lost Art of the Blacksmith, but it is there for those that do not wish to install that mod but still want to upgrade Keening.

INSTRUCTIONS
Simply download with the Nexus Mod Manager, or Download the .zip archive manually and extract the included .esp to Skyrim's data folder, usually located at "Program Files\Steam\steamapps\common\skyrim\data". Upon opening the game, choose "Data Files" and make sure KeeningFix.esp is enabled.
