Didn't work for me, despite being at the bottom of my load order. I have a quest from Whiterun to kill the bandit leader/boss in Redoran's Retreat and despite having done so the quest log does not reflect this and I cannot turn it in to the Jarl's steward (I forget his name).
This works exactly as described, however it doesn't fix stuck "fetch me that book" quests from Urag in the mages college. A possible update in the works perhaps?

I also tried resetquest bq03 for the Skald and it still was there.
Could you add "speak to verulus about the hall of the dead" mine stuck because I lock picked my way in during the quest "The Taste of Death"
