It's an artifact but even so it should be scaled according to the player's level. Since you can do this quest line as early as level 2 it's much too powerful.
For the unable to be restored by potions thingy you can ask Brehanin who did Better Vampires. In that mod if you are a vampire there is an option in his configuration menu that disallows health/stamina/magicka regen from potions or spells (basically only by feasting on the blood of others can you heal yourself). I'm sure he'd be happy to help because he helped me with my Blink scripting.
Such a powerful artifact would require the player to go through hell and back to get it. Otherwise, the ring is already dead easy to get and I don't find any reason to download your mod.
This is a low-level quest reward item, and considering how easy it is to get the ring, I think you'd just be handing the player a very powerful item for little to no risk on their part.
Now, that is the OP stuff I would expect to find, considering it comes from a Deadric Lord / Lady. Yes, most of the Deadric stuff are kinda weak and you certainly remedied that. Now I believe it is forged on the planes of Oblivion.

The whole point of the Ring of Namira is the feeding on corpses effect. Else its just a ring with Fortify Stamina. The effects without the feeding can be easily replicated with the creation kit or via console commands.
