UPDATE v1.21 Dec 26, 2012 Minor fix with the Dismay shout, some users previously reported this shout still included a cooldown. Be sure to download the updated version to get the Dismay shout with no cooldown. This is the NO COOLDOWNS version of Shout-Tastic v1.21.
