   Arthur was notified and the plans were at the Riften planning office for nine months prior to construction. :-)

   Very interesting! It makes sense that a bypass road would exist, considering Riften is a bit of a dump with the Thieves Guild and the Blackbriars running things. I do ultimately find it a bit sad though, considering that building the city back up would require people to visit, and they won't do that if there's an easier way around all the trouble in the city; so eventually I see Riften becoming nothing but an empty husk of it's former self...
