Never ceases to amaze me how modders invest all that time and effort, and then fail to properly represent with decent screenies. Even the tiny video here doesn't do much to showcase this outfit.
Also make sure that before you use the ~ console button that you have zoomed out so that you can see your player before using tfc otherwise your player will be invisible.
It would be nice if it had more sheen, and I wish the vest was a bit roomier especially in the back and chest so that it can cover more outfits without clipping.

My best guess is that you do not have the UNP body replacer installed.
