Place the ESP file into the Skyrim Data folder, and enable it within the Data files dialog. The following list shows what I did in the Creation Kit:
++ Changed Harkon's "Max Calc" to 100 (This makes him leveled to 100 instead of 60.) ++ Changed Gargoyles "Max Calc" to 100 and set them to PC level Mult.
As an "intended" side-effect, all skeletons and Draugr Templates have been changed to have a "max Calc" of 100, and are now all PC Level Mult enabled.
