I tried this, too, and it worked. However, it does have some downsides. For example, when I used the Elder Scroll in the Time Would, the Elder Scroll effect (where you see the Scroll's "writings" glow and expand) didn't show.
Adding that line causes the entire game to run in slow motion. I don't mean timescale, either, I mean my character, all npcs, the water, even the wind blowing the grass.
Mate, if you ever need a kidney or a ride to the airport or something hit me up. This is the single quickest and easiest fix to the most aggravating problem I've had in a long time.
Phantompally76 or Havoc55, have you found a solution to the slow-time problem? My monitor's refresh rate is 60, and I set it to that with the iFPSClamp, but everything in the game is in slow motion. It's smoother than it was, but it's extremely slow. I need about 4-5 seconds just to pull back and set my bow to fire in game.
If your animations run in slow motion, try setting FPS clamp to 20 or 30. I did this with Dragon Age: Inquisition and it made the game run like butter on a potato PC (and no slow motion animations).
Setting it at 60 basically slows everything down so it's possible to run at 60... or something along those lines.
for some users experiencing slow down i think it has to do with maximum-pre rendered frames on your control panel and all over hardware specifications. For some reasom i experience a slow down of animation when MPF is 3 setting it back to 1 fixes the issue

Very nice, fixed instantly my unsolvable problems with animals jittering, jumping up and down, falling from the sky ect. Also fixed the screen flashing and making a splashing noise while moving. 5 stars to you my friend!, was about to have to do complete re-install.
Delete the files from the mod, delete your skyrim.ini and skyrimprefs.ini located in documents/my games/skyrim. Go into steam and right click Skyrim, go to properties and validate the files to get the original files back. Start the launcher, change your graphics settings again.

Normally, i could barely run Dawn of Skyrim. It's was lagging so much and I had like 25fps. AND NOW : it's not even lagging and run like butter!

But found that if editing the file:
Documents\My Games\Skyrim\Skyrim.ini
and adding under [General] this line:
iFPSClamp=60
that removes the stuttering completely. No more need for this file and no more screen tearing!
And on top of that, there was STILL stutter.....
