Necroposting the f*#@ out of this, but it's obtained from the College questline, as anyone who's played through vanilla's quests will know. This isn't a new item mod, it increases the power of an existing weapon.
wat about making a spellbook? with 150-250 damage per sec for 50-75 mana per sec. will be like high elfs spell from ESO "arrival" trailer ofc as destro spell with Dual wield. I know some will say its too OP and smthing but after 50lvl on legendary with descent difficulty booster mods its balanced
I think its a great mod. And not OP. It was so dissapointing. The high and mighty staff of magnus. Feared because of its unbelievable power was for my opinion much weaker then a normal Fireball staff. I think its Ok with 250 points of damage although i prefer the 100 points version cause its more balanced with the infinite enchant. But its supposed to be so ridicolously overpowered. But for this mod i suggest to add a huge amount of Mana to Dragons. Theyre too weak else.

I have no idea how to make a staff act as a melee weapon as well as a staff... however, there's an awesome mod called Staves of Skyrim which allows you to use them as shields and use shield bash with your staff.
